The Roads Wing is responsible for the planning, project preparation, construction, maintenance, and arrangement of works for all State Highways and Major District Roads in the State. Its headquarters are located in Thiruvananthapuram and it operates under the supervision of a Chief Engineer. The Chief Engineer is supported by a Deputy Chief Engineer, a Senior Finance Officer, and a team of technical and administrative staff.


To facilitate efficient operations, the Roads Wing has established field offices at various levels. At the regional level, there are Circle offices, namely the South Circle, Central Circle, and North Circle, each headed by a Superintending Engineer. Under each Circle office, there are division offices led by an Executive Engineer. At the district level, there are sub-division offices headed by an Assistant Executive Engineer, and at the taluk level, there are Section offices led by an Assistant Engineer.


PWD roads constitute 15 percent of the total road network in the State, accommodating nearly 80 percent of the total road traffic. The Roads Wing is responsible for maintaining a total road length of 29,109.68 kilometers. This includes 4,127.74 kilometers of State Highways and 24,975.34 kilometers of Major District Roads (MDRs).
